certain to do something; destined to do something. EX. Jill's bound to do a good job. We are bound to tell the truth.
When "bound" is used before the to-infinitive of a verb it always means that the fulfilment of the verb approaches certainty, or that the speaker feels that this is the case. EX. He is bound to succeed / lose.
-He is likely to say no - It is very probable that he will say no.
-He is bound to say no - He will say no for certain.
-He is to say no - He has been instructed/he is required to say no.
