English teachers fall over because of European standards
The surveys on the English teaching ability conducted in some big cities and provinces showed that the number of teachers meeting the required standards is incredibly low.
Can Tho and An Giang have just made public the result of the survey on English teachers’ capability. In Can Tho City, according to Tran Trong Khiem, Director of the local education department, only several teachers can meet the standards out of the 181 teachers who attended the test.

The same situation was found in An Giang province. Only 17.8 percent of high schools teachers meet the requirements. Meanwhile, the figures are 10 percent for secondary school, and only five percent for primary school teachers. This means that only 165 teachers can meet the standards in the large An Giang province.

Masters also failed

The number of teachers meeting requirements is much lower in Dong Thap province. Only two teachers have been found as meeting the standards after a test organized for primary and secondary school teachers.

A high ranking official of the Dong Thap provincial education department said that the result was not a surprise to him.

"It is foreseeable that teachers cannot satisfy the requirements. The teachers were trained at universities and junior colleges in accordance with the backward curriculums. Meanwhile, they are now required to satisfy the European standards,” he said.

The official has also pointed out a problem that the students excellent in English nowadays do not want to become English teachers, but they would rather study at economics or foreign trade schools. Therefore, pedagogical schools cannot choose excellent students for training.

Especially, HCM City, the locality which is believed to have the most dynamic and qualified English teachers, has also reported unsatisfactory results: only 171 teachers can meet the standards out of the 1100 surveyed teachers from 10/24 districts.

The noteworthy thing is that of the 929 teachers who cannot meet the standards, there are many teachers, who are the head of the English division of famous schools, and some teachers, who have master degree and those, who have been well known for their high achievements in training students.

Even the Tran Dai Nghia and Le Hong Phong, the two high schools for the gifted in the city, also have the teachers who cannot meet the standards.

Other localities in Mekong Delta have not carried out surveys, but the low percentage of capable teachers can be anticipated. Tran Viet Hung, Director of the Soc Trang provincial Education and Training Department, said that the majority of teachers are not good; therefore, the results would not be good.

Listening is the worst skill

According to Nguyen Thanh Binh, Director of the An Giang provincial education department, most of the teachers are weak at listening.

A teacher of the Trung Vuong High School in HCM City said that she was trained in 1980s, and she did not have the chance to study with native speakers. In the last 30 years, she also did not have the opportunities to communicate with native speakers. Meanwhile, listening and speaking are not considered the important skills in the current teaching curriculums. Therefore, teachers themselves do not spend time on practicing the skills.

"I was very embarrassed at the listening test,” she admitted.

Vu Van Xuan, a teacher of the Le Quy Don Secondary School in HCM City, who has been recognized as meeting the European standards, also said that the teachers have been trained in accordance with Vietnamese standards; therefore, it is unreasonable to require them to meet European standards just overnight.
